Cedric Richmond, a member of the Democratic Party, served in the United States House of Representatives from the 2nd Congressional District of Louisiana. On January 3, 2011, he began his tenure as president. On January 15, 2021, he resigned from his position. Following the cancellation of the general election on November 3, 2020, Richmond, a member of the Democratic Party, was able to secure his party’s nomination for re-election to the United States House of Representatives to continue serving as the representative for Louisiana’s 2nd Congressional District.

Between November 2016 and December 2018, Richmond was the head of the Congressional Black Caucus and the organization’s primary spokesperson. According to an article published by The Advocate in August 2018, his “leadership role [has] raised Richmond’s national profile and made him a rising star in the Democratic Party.” Before being elected to Congress, Richmond served in the state legislature of Louisiana from the years 2000 to 2011 as a representative.

Richmond was appointed senior assistant to the president and head of the White House Office of Public Engagement by President-elect Joe Biden, who announced on November 17, 2020. On January 15, 2021, Richmond tendered his resignation from his seat in Congress in order to take up this role.On May 18, 2022, Richmond submitted his resignation from his role in the White House to begin working as a senior adviser for the Democratic National Committee.

Cedric Richmond is now working for the White House as the Director of the Office of Public Engagement and as Senior Advisor to the President. Richmond was a National Co-Chairman of the Biden-Harris Campaign and a Co-Chair of the Biden-Harris Transition Team. He also served as a member of the Biden-Harris Transition Team. In the House of Representatives of the United States of America, Richmond has represented Louisiana’s 2nd Congressional District since 2011.

When Richmond was a member of Congress, he served on many committees, including the House Committee on Ways and Means, the House Committee on Homeland Security, and the House Committee on the Judiciary. He served as the Democratic Assistant to the Majority Whip in the House, was a member of the New Democratic Coalition, was the Chairman of the Congressional Black Caucus, and most recently, he served as the Chairman of the Congressional Black Caucus Foundation.

Richmond was a leader in helping to pass significant criminal justice reform and in ensuring that the people of Louisiana’s 2nd District were prepared for catastrophes and natural disasters via his monitoring of the Federal Emergency Management Agency on the House Committee on Homeland Security. Both of these accomplishments were made possible because of Richmond’s service on the House Committee on Homeland Security. Richmond was born and reared in New Orleans, and he attended Morehouse College and Tulane University School of Law, all of which he graduated from. At Tulane University School of Law, he was inducted into the Hall of Fame.

In 1999, while Richmond was just a year away from law school, he gained election to Louisiana’s state house of representatives. At the age of 26, he became the body’s youngest legislator and held that title until 2002. In the state legislature, Richmond lobbied for the prohibition of assault rifles, advocated for tax incentives for companies who contributed to rebuilding after the storms Katrina and Rita in 2005, and backed the city’s leisure department. These three issues were all related to the aftermath of the 2005 hurricanes Katrina and Rita. In addition to his duties as a state senator, he was a baseball instructor for the city’s younger players. Raquel Greenup is Richmond’s wife, and the couple has a kid together.3

In 2008, Richmond ran for a position in the United States House of Representatives in a district that was 64 percent Black and was represented by William J. Jefferson, a Democrat who had been in office for nine terms. After being charged by a grand jury in 2007, Jefferson was forced to resign from his position on the House Ways and Means Committee and was confronted with federal corruption accusations. In an interview with the Times-Picayune, Richmond said, “After giving it some thought, I concluded that we could no longer afford to have someone representing us who had no meaningful committee assignments.”

In the Democratic primary, Jefferson prevailed against Richmond, but in the general election, he was beaten by the Republican candidate Anh “Joseph” Cao, who became the first Vietnamese American to serve in Congress. Two years later, Richmond made another run for the seat and successfully secured the Democratic nomination with sixty percent of the vote. After the oil leak caused by the Deepwater Horizon earlier this year, drilling operations were suspended throughout the Gulf Coast. Richmond and Cao both agreed that this should be lifted as soon as possible.

But while Cao was trying to improve his record by pointing out that he was the sole Republican to vote in favor of the Patient Protection and Affordable Care Act in the House, Richmond was trying to remind people that Cao eventually voted against the final version of the bill. Because of Jefferson’s legal problems and Cao’s affiliation with the Democratic Party, Richmond said the highly Democratic district “had to have the Congressional Black Caucus be our congressman by default” in the most recent Congresses. He based this assertion on the facts that Jefferson had legal problems and that Cao was a member of the Democratic Party. Richmond defeated Cao in the general election, which Richmond won with 64.5 percent of the vote.

During that election, Republicans won over 60 seats in the House, but Richmond was one of just two places throughout the country where Democrats were able to unseat a Republican incumbent. Richmond received the range of votes for each of his five reelection campaigns between 55 and 80 percent of the total. As soon as Richmond was elected to the House of Representatives, she was assigned to serve on the Committee for Small Business as well as the Committee for Homeland Security.

During the following session of Congress, Richmond moved to the Judiciary Committee from the Small Business Committee. He continued serving on both the Judiciary Committee and the Homeland Security Committee until September 2020, when he decided to switch his membership to the Ways & Means Committee.
As a member of the Homeland Security Committee, Richmond collaborated with the Honor Flight Network. This non-profit organization coordinated travel arrangements for veterans to visit the war monuments in Washington, DC. Together, they proposed the Honor Flight Act during the 113th Congress (2013–2015).

They escaped lengthy security lines and metal detectors thanks to the legislation, which permitted the Transportation Security Administration to accelerate inspections for older veterans who participated in comparable programs. A large number of these veterans had been injured in war. On December 16, 2014, President Barack Obama gave the measure his signature, making it official. The Honor Flight Network had already planned flights for over 650 veterans at the time of the signing of the agreement.

During his whole term in office, Richmond prioritized the recovery efforts after multiple natural catastrophes that directly impacted his area. Years after Hurricanes Katrina and Rita, Richmond pursued assistance for his constituents, including debt forgiveness for local colleges that utilized government money to rebuild their storm-damaged campuses and health monitoring for individuals in hazardous temporary housing. Richmond’s efforts were successful in both of these areas. In 2018, he collaborated with the Department of Homeland Security to guarantee that the Federal Emergency Management Agency would continue to provide New Orleans with funding totaling $2 billion for sewage restoration.

In response to the oil leak caused by the Deepwater Horizon in 2010, Richmond lent his support to his colleague from Louisiana, Representative Steve Scalise, in his efforts to advance the RESTORE Act in 2011. The provision, ultimately approved as part of a wider transportation package, allocated eighty percent of the penalties levied against the oil giant to the states that had been adversely affected by the spill.6

In 2016, Richmond was elected to the chair of the CBC. During his tenure as head of the CBC, the organization prioritized initiatives to reduce the cost of housing and legalize marijuana. In addition to that, members of the caucus went on a tour of historically black schools and institutions in order to inspire black students to become involved in politics. Throughout his tenure, Richmond presented a series of measures that would acknowledge the contributions of African-Americans and broaden the scope of federal policy. Richmond understood that he owed his seat in Congress to the centuries-long fight for freedom that African-Americans had fought in the United States.

“We walk in the footsteps of our ancestors, and we have not yet finished the journeys that they began when they were first forced off of overcrowded slave ships onto the shores of this nation,” she said. “We walk in the footsteps of our ancestors.” This partnership has been flawed from the beginning, yet it is still one that is valuable enough to warrant fighting for. In 2016, he submitted a resolution proposing that African-American legislators elected after the Civil War but not allowed to take their seats in the House be recognized as legitimate former Members of the House of Representatives.

In the year 2020, he sponsored legislation known as the Creating a Respectful and Open World for Natural Hair Act (also known as the CROWN Act), which prohibits discrimination in employment or government aid programs against individuals based on the texture or style of their natural hair. After the Democratic Party won the majority in the House of Representatives for the 116th Congress (2019–2021), Richmond was appointed as the head of the Subcommittee on Cybersecurity, Infrastructure Protection, and Innovation for the Department of Homeland Security.

During February 2019, he co-hosted a hearing with the Subcommittee on Transportation and Maritime Security that was centered on the topic of securing the nation’s surface transportation networks, such as rail, road, and pipelines, from being attacked by cybercriminals. In August 2020, Richmond presided over a hearing that was held under the title “Secure, Safe, and Auditable: Protecting the Integrity of the 2020 Elections.” In light of the COVID-19 epidemic, the panel discussion focused on voting security measures when states expanded voting alternatives, including early voting and mail-in ballots.

“It is our responsibility to make the American people aware of the upcoming change in election procedures, which will take place in the autumn. “In my opening statement, I emphasized the importance of educating voters about vote-by-mail, the associated deadlines, and how an expanded use of vote-by-mail could potentially affect the timing of election results,” Richmond stated. As chair, Richmond was responsible for introducing several measures relating to homeland security. One of them was the State and Local Cybersecurity Improvement Act, which intended to provide funds for states to use in order to evaluate and enhance their level of cybersecurity.

Additionally, he pushed for the passage of the Protecting Critical Infrastructure Against Drones and Emerging Threats Act, which mandates an investigation into the possibility of drone strikes by the Department of Homeland Security. The House of Representatives approved both pieces of legislation, but the Senate never reported them out of committee.8

The Congressional Baseball Game is an annual charity event that pits Democrats and Republicans against one other on the baseball pitch. Richmond became well-known on Capitol Hill for his dominant performances in the game. In his first career game, which took place in 2011, Richmond led the Democrats to an 8-2 win with his fastball and finished with 13 strikeouts. The Democratic squad in Richmond was victorious in eight out of their nine contests.

In the year 2020, Richmond was offered and accepted a post in the administration of President Joseph R. Biden Jr. as a senior adviser and director of the Office of Public Engagement. Biden’s presidential bid received early backing from Richmond, who also served as co-chair of the campaign at that time. On January 15, 2021, he tendered resigning from his House position.
